Objective: The aim of the present study is to identify the factors impacting on the quality of electronic learning in E-learning Centers.
Methodology: Phenomenological qualitative research method was adopted. Samples were drawn from managers and experts from E-learning centers as well educational quality policy experts and students. 18 were selected purposefully for in-depth interview. Once the validity was established, open and axial coding was used for data analysis.
Findings: results demonstrate that 117 conceptual statements, in 17 subcategories and 3 main categories affecting quality of education have been identified in form of direct causal factors, background and environmental conditions and their interrelationships were outlined and presented in form of a constructive model
