Objectives: The development of information justice at national level requires equal access to information resources. One of the major sources of information in any country is libraries which, due to different reasons, are accessed by only a limited number of people. In fact, library is the space for soft development of knowledge. In other words, by developing intellectual context and content of theoretical development, library prepares the ground for knowledge development. In particular, public libraries increase the possibility of justice in access to knowledge and information. Method: The present study, by observing the accumulated capacities in the center, adopts a phenomenological approach to the issue of holographic library with the aim of developing access, and then, uses system design method by applying four figures of information trend. Findings: The idea of holographic library is based upon the sacred idea of dissemination of knowledge as a duty. At the heart of this idea lies the fact that in any part of the country and the world, it should be possible to access the highest amount of information without any limitation. If electronic library is accessed by all people without any extra cost, it becomes possible to increase knowledge and justice in gaining knowledge.
