Today’s scientific and research centers play an important role in development of societies. Education and research system and it’s related organizations - by following following the models of industrial societies - can’t make logical relation with economic, social and cultural conditions of our country. This lack of relation stems in misundrestandig of the environment and applying models which are not adoptable with it. In informational societies in which information is produced & offer to users. One of the most important barriers in achieving the aims in scientific and research centers. as universities, research & development centers, & libraries is the organizational structure. because it makes some barrier by itself and therefore needs reviewing and restablishing for the present conditions.
