Objective: The present study intends to identify the opportunities, threats, weakness and strengths in libraries operated by Razi University and to draft appropriate strategic plan in order to arrive at operational protocols for improving programs.
Methodology: Using a descriptive survey, a researcher-constructed questionnaire was used as principle data collection instrument. Samples were selected from among the Library managers and staff at Razi University Libraries.
Findings: Human resource, collaboration, collection, ICT infrastructure, Financial State, physical facilities, approaches and attitude comprise the strength and weaknesses of the sample studied. Threats include problem in infrastructural support, lack of quality hardware and software, outsourcing, inadequate budget, and unavailability of consortium purchases. Opportunities comprised of relatively young human resource with the required skill, support for innovation, shift from printed to electronic resources, and positive attitude of student body towards the library.
