Designing a Model for Extracting and Sharing Tacit Knowledge in the National Archives and Library Organization of the Islamic Republic of Iran: A Qualitative Study with Content Analysis

Abstract
Objective: This study aims to design a model for knowledge creation with an emphasis on tacit employee knowledge in the National Library and Archives Organization of the Islamic Republic of Iran, utilizing a qualitative approach and thematic analysis to enhance the effectiveness of knowledge management.
Method: This applied research adopts a qualitative method based on Saunders' research onion framework. The research philosophy is interpretivist, with an inductive approach and a case study strategy focused on the National Library and Archives of Iran. Data were collected through 15 semi-structured interviews with academic experts and organizational managers, using purposive sampling based on expertise and experience criteria until theoretical saturation. Data analysis was performed in three stages—open, axial, and selective coding—using thematic analysis. Research quality was ensured through confirmability, credibility, transferability, and dependability criteria, and the final model was validated by relevant specialists.
Results: The core phenomenon, namely the precise search for tacit knowledge in the context of digital transformation, was explained through a six-dimensional paradigm model. Extracted codes included 154 open codes, 21 basic themes, and 6 main themes. Causal conditions included knowledge dispersion and loss of organizational memory; contextual conditions included trust culture, knowledge leadership, and digital infrastructure; strategies included digital mentoring, documentation, and experience transfer sessions; intervening conditions included workload pressure, employee resistance, and fear of judgment; and consequences included increased productivity, enhanced organizational learning, and intellectual capital development. The proposed model, grounded in Nonaka and Takeuchi's framework and the ISM model, serves as a practical reflection of knowledge cycles and organizational communication, ultimately facilitating the conversion of tacit knowledge into explicit knowledge.
Conclusion: The search for tacit knowledge in the National Library and Archives Organization is identified as a complex, multidimensional process rooted in the dynamic interaction of cultural, technological, and organizational factors. Successful implementation of the designed model—through strategies such as digital mentoring and documentation—enables the organization to bridge knowledge gaps, increase productivity, accelerate decision-making, foster innovation, and achieve sustainable competitive advantage in the context of digital transformation.
