The author, in this article, has tried to show the importance of
reading for welfare and better living of human - beings and to mention the factors that are obstacles to reading. He points out the role of public libraries in the development of reading and proposed a scientific project to stimulate the reading of individuals and planned for the above mentioned suggestion. The library as a basic and fundamental institution for training, research, and the mental and moral improvement, convey
the heritages of the art, culture, literature and science from the past
generation to the future ones; and cause the development and improvement of mind and science in the society.
