Access to scientific findings is the main concern of scholars, researechers and scientists. Increase of scientific journal prices, particularly pertaining to STM (science, technology, and medicine), and decrease of libraries budget has led to scholarly communcatoins and consequently an open access movement has been emerged to provide free access to scientific resources by many academic and non-profit institutions. Explaining and evaluating issues of scholarly communication, the article tries to offer some actions for communicating researches and academic communities.
